Cogent Guarantees 5-Day Service to Genuity ISPs Threatened wtih Service Cancellation

WASHINGTON, D.C., February 13, 2003 - Cogent Communications Group, Inc. (AMEX: COI), a Tier One, next-generation optical Internet Service Provider, announced today that it will offer service delivery guarantees of 5 business days or less to all Genuity ISP customers in danger of losing service and any other ISPs. Delivery of Cogent's 100 Mbps or 1,000 Mbps Internet service is available in the 600-plus Point of Presence (PoP) locations nationwide in which Cogent currently offers service including colocation facilities.

Cogent can guarantee a 5-day turnaround because Cogent owns its own facilities based network. With no need to coordinate with traditional telcos, Cogent streamlines the installation process, making the combination of quick provisioning and low bandwidth pricing an attractive combination for ISPs looking for a quick solution.

"Cogent's network is well equipped to meet the needs of small- to medium-sized ISPs with our radical pricing equating to $30 per megabit. Customers deemed not profitable to Genuity can be well served by Cogent, and we welcome their business," said Dave Schaeffer, CEO Cogent Communications.
